I don't think they act like it's perfectly fine. Cassandra realizes she's in love with him after they kiss and is very upset that her sister, Rose, doesn't really love him, cause she does. She is tormented by her love. A love he doesn't share. I think Simon does feel a bit guilty, but he loves Rose and probably doesn't want to acknowledge what he did. Also, I believe, isn't it Rose's first kiss and she tells this to Simon? I think he realized that she has a crush on him and guys are lame. Sometimes they don't get it, and I don't think Simon got the relevance of the kiss. He probably just saw it appeasing Cassandra because that's the type of guy he is- polite, hospitable, etc.... I don't know that's my take on it. Hope that helps a bit.
