How did the killer know that...


... VINCE (or anyone for that matter) would be in the basement to be electrocuted? Because someone would go downstairs to turn off the water? If so, how did he expect anyone to turn the electricity off in order for BOBBY to turn the water off and be killed by those arrows?

The killer manipulated everyone's actions by playing on their strengths and weaknesses. If you remember his monologue at the end, he gave "subtle pushes" designed to get the others where he wanted them to go.

He was playing a game of chess. They were all considered pawns in this game of his. He had the higher functioning mind and knew how to push each one.

I get what the others have said, about him subtly manipulating everyone, but you raise a very good point: if the water and electricity had killed Vince and Gabe, what was the killer's plan for turning off the electricity after that?
It seems like there are way too many variables for that to have worked like it did, or for the killer to know that that's how it would've happened.
I mean for shit's sake, Gabe shot holes in the wall and fucking spidered across there to turn off the power, AFTER Vince had let him out of his cuffs to do that, etc. Just so much that could've very easily gone a different way.

Then again real-life profilers can be incredibly specific with their "predictions" (for lack of a better word), so I guess it's possible the guy knew how things would unfold.
They were all still just in training to become profilers, but I'm sure that the killer was already way smarter than all of them anyway.
