This is what I wondered all along when I saw the many comments complaining about Jason Statham's "American accent." Frank is NOT an American. I never thought so while watching the film and Ebert has confirmed it.

I thought he was doing a deliberately weird accent to add to the characters mystery. You can't quite place him anywhere. (Kind of like Christopher Lambert in Highlander). The American guy refers to Frank as a 'foreigner', so I doubt he's supposed to be American. I noticed in the sequels Statham doesn't do the weird accent so much, it's closer to his normal voice.

The "American" accent that the lead character attempts is indeed horrible, and inconsistent- it actually never sounds American, but an attempt to constrain a British accent (the actor is from the UK, I am an American).
The review cited claims that the Transporter character served in the British Special Forces, but in the scene where the Asian woman is going through the photographs and other personal effects, she opens a medal case which looked to me like the Bronze Star, the US medal for valor in combat. I was thinking that perhaps the character was supposed to be British who served in the US Military (which I believe is not allowed unless you are already living in the US when you enlist).
American accent? I never thought he was playing an American. I always thought he was playing an Englishman who lives in France.
