If he is such a professional, why doesn't he steal a car to use while he runs from the cops and commits all these crimes? Oh yea, I forgot.... it's because he puts a new license plate on it. That makes everything ok.
Keep in mind that Inspector Tarconi clearly knows Frank is involved with bad people. He knew it was Frank every time. Frank knows this, and he knows Tarconi won't arrest him. When Tarconi does arrest him, he helps Frank escape. Frank is in no danger regarding the police.

Tarconi suspects him but he's not sure about it until well into the movie, when Frank is in jail. Frank was clearly nervous when Tarconi is inspecting his house in their first scene together.
Another point, when his car blew up they would have recovered not one, but two, license plates, one of which would have matched the plate number of the bank-robbery car.
