Layla "wanted" to have sex with him. She did not "intend" on having sex with him. She intended on stopping him from his mission.

Instead, he was made to come to the car park by Layla, who was supposed to be sent home in a cab. That's why he didn't want to wait outside (since that would make him fail the test) but she dragged him there anyway, making him flunk.
Good movie, wish we could go back to times like this when movies were about entertaining and not shoving unwanted political messages down everyone's throats at every opportunity.
