I ask because Wolverine just kills a lot of them. Men who are doing what looks to be a job for their country. I know the other arguments and all. They should have questioned orders when they started taking children etc. . . But Logan just outright killing them when they were using non lethal force and all, mostly.
They knew the kids were mutants and therefore "dangerous." None of them seemed to be surprised when kids ran through walls, screamed loud enough to break glass, etc.

It makes no difference. If they were soldiers, then they have no right to take non-combative US citizens into custody. And, they weren't taking them into custody. They were attacking them.
