It's not a sure thing. The movie made $31.1 in the box office, and, to be honest, it was one of the worst films ever.
The chances of the distributor making that money back with has-been rappers who are too old to reprise the roles is too much of a risk.
Until you run your own distribution company, or produce films on a Hollywood level, you will never understand why they're holding out on the funds.
If Red and Meth had any brains, they would get the film made independently. I'm sure Universal would be more than willing to co-finance with outside investors.
