Mertle was constantly picking on Lilo and Lilo stood up for herself
In "Lilo & Stich 2: Stich Has a Glitch" she had the nerve to say "You're never going to be like your Mom." Lilo gets in trouble for fighting Mertle.
It ain't right that Mertle never is seen getting punished
Kind of like Mr. Potter in "It's A Wonderful Life" where he finds the Building & Loan money accidentally wrapped in his newspaper and sees Billy Bailey looking all over for it. He never says "Hey I have the money." He tries to get George arrested but the whole town rallies behind George even the arresting officers.

Myrtle's still young. The school of life will find someway to get her in the years beyond.

As for your take on Mr Potter, he'll end up dying alone, unloved, etc.
