We can see islands, sea. Maybe filmed near Vancouver, since V is mentioned in the credits? On the way in, we see the lights being turned off, probably CGI, or did they persuade all residents of Roberts Point etc to turn off?
One more thing, look at the guys in the helos sitting next to Hadley and Bishop. They look so similar.
One more thing...one lucky unnamed extra held and lifted Catherine into the helo.

If you really want to find out, I'd say throw the movie on and skip to the credits. Normally they will thank the localities that they did filming in. That should give you a smaller list of areas to work from. You'll know or can look up which are near to water/have nearby islands.
Oh and if you happen to work for the CIA and want a REALLY close look. You can always re-route imagery satellites over that area and no one will notice. That probably belongs in the "Things I learned watching Spy Game" section.
