Why the long, involved plan to kill the FBI guy?

The plan he used was more likely to succeed because he drew him away from any support he might have. One would think it would be harder to take out an armed FBI agent than a regular citizen. Plus, he needed the rouse to set it up to look like the agent was Fenton's last victim, and to expose his brother as a serial killer.

Exactly, why kill him in public and drag his body to the garden where he needs to bury him when he can have his target walk him self to his grave and kill him in secret. His plan was perfect

To put it bluntly, because it's a poorly written movie that spits in the face of its viewers.

The father as Bill Paxton told his sons that God said to bury the demons in the rose garden, and Adam found a way to get the FBI agent to go there. If this movie did attempt to spit anyone's face it's a good thing you apparently weren't looking at the screen paying attention to the film XD

I too wondered about that - why not just whack him with the ax when he gets home/gets out of his car?

Must be he did it as THY WILL wanted it done.

Along with all of these other reasons it really shows the process the characters went through to capture their victims. During the movie we only see shorter clips of them luring and killing. Luring a detective would take a little more work and the slower pace of that story line really let the audience dive into process of it.
