He's always referenced throughout the movie. Who is he?

The real Jackie Legs is an associate of Sal's....ie a mobster from Canarsie(I dont think I spelled it right)

Jack Sparrow:Now where is that monkey? I want to shoot something!

According to Wikipedia Canarsie is a suburb of Brooklyn.

I always thought Jackie Legs was a character from a fictional movie or show called Kanarsy. Don't know for sure tho.
