That Hal's apartment number is 420? Hahahaha I laughed for a good minute. I've seen this movie quite a few times and never noticed.

The story is king.
420 is slang for marijuana. Also, although it would be logical to number units consecutively, the building wouldn't have to have 80 units - management companies (at least in NY & LA) routinely assign numbers they think look better, so it could be a 4-story building with only 20 units, each floor having units numbered 10, 20, - 50. Or 5-story with 4 units/floor, 10-40. You get the idea.
