Data copied his memory, which was inserted into his prototype brother. Would B4 eventually turn into a "reincarnated", B4's limitations prevent that from happening, or would he be an entirely new life form with the memories and experiences of both androids?

Since B4 was of a lesser design, I'm not sure if he could ever evolve to the same level as Data. But he would at least retain Data's memories and retain his likeness so B4 would, on some level, appear to be Data.
shareWho cares. B4 was stupid. Data already had a brother, Lore, and in nowhere of the 15 year TNG history did they ever even mention a third brother. The entire movie was garbage.
