She said she'd been getting them done since she was twelve. Roughly doing the math, that's late 80s and early 90s. She just likes the style

Surprised she wasn't bald on that witness stand. Ever been in a salon when someone is getting a perm? The smell is like a mean stew of vomit and battery acid.

who could not see the flaw in Chutney saying she washed her hair right after getting a perm has straight hair. Love the subtle thing the producers did there.

I remember when I first saw this movie back in 2001 I thought Chutney's hairstyle looked from about 10 years earlier.

Chutney's hairstyle looked straight out of the 80's. :) I agree with you that it did look outdated. Although in 21 Jump Street, Jenko in high school looked like a Jock from 1985, even though his high school was suppossed to be about 2005, and yet he is not the one who was criticized for looking outdated, it was Schmidt who was criticized for looking outdated when he bleached blond his hair to look like Eminem circa The Real Slim Shady era(2001). I love how being just a few years outdated was more criticized than being 20 years outdated. ;)
