How did they get the 'money' out of the vault?

Alright, if I've got it right Rusy wants Benedict to deliver the money (flyers actually) into the van. Ok but how? I mean, did Benedict's man enter the vault to get the bags? If so, didn't they see Ocean's man inside the vault?

No, they just said the (decoy) bags would be sent up the elevator. And ordered the valets or security to pick them up from there.
