Why does Frank (Bernie Mack) ask this and then squeeze Mr. Denham's hand? Is he flirting with him in the first place? Who would reduce the price just because someone is squeezing their hand? I don't get that scene.

Isn't it because they know he is secretly gay and they use that info as blackmail in order to get a lower price for the vans?
That's one of the few scenes I didn't quite get also. I mean, I know he's trying to talk down the price, but I never got that he was flirting with him, more like he was just strong-arming him(or strong-handing, in this case...you see how red Denham's hand is from Frank's vise-like grip)while shooting the breeze about lotions... but I always thought that doing something like that might backfire, or draw too much attention to the sale and the buyers. Oh well.

He's not flirting with him! He's squeezing his hand so tightly to get him to drop the price. Its basically intimidation, the 'Do you moisturize' etc is just small talk while he crushes the guys hand. Thats why when he lets go the salesman just holds his hand out, I assume in pain.

Agree with most of the above comments, but I don't get why he felt the need to haggle the price down a couple thousand bucks when their scheme was already pretty well funded. Something quirky about Frank's personality?

I think it was just a way of giving Bernie Mac more screen time and he gets to intimidate a white man and I'm sure the black people loved watching that.
I also wondered exactly what was going on in this scene. I'm lead to believe it was the intimidation theory, especially when the dealer offers to drop the price down to $17,000, but then quickly drops another thousand as Frank clearly squeezes his hand even harder. The lotion monologue was obviously an intimidation tactic - like the small-talk sort of thing in Pulp Fiction when S. Jacksons's character is talking about burgers before he shoots everybody in the room.
