No no no. Settle down kiddies. Notice the way that Clooney has open fingers and then the same fingers again closer together. This is because you're telling the server that you want a whiskey and a soda but then the amount of whiskey or soda is based on how you display your fingers.
So in his case he basically did get all whiskey because he didn't even get soda in it, yet he made the motions with his fingers as if there would have been soda but then it became funny because it certainly was all whiskey.
