Virgil (one of the brothers) was controlling it via remote.
Swat was never called. Benedict THOUGHT he called them but the call was intercepted by Rusty and they arrived, posing as SWAT.
Lots of cons in this movie, it's easy to lose track.

There's a part early in the movie where they show the two brothers (Scott Caan, and Casey Affleck) using a remote controlled car (Scott Caan runs it over with the monster truck). They used a remote control to drive the van.
Like the above poster mentioned: The SWAT team never actually got the call because Livingston intercepted it (That's why he was in the electronics room with the hand held thing that looked like a TV). When the SWAT team showed up at the casino, it was really the rest of the team going down to take the money out.
