Rusty says this to the arresting officer on the street when he apprehends Basher. Was this in reference to Mel Gibson's character Martin Riggs in Lethal Weapon?

He said Griggs, not Riggs. This was filmed before Mel Gibson had his troubles with the police.

I heard "Riggs," as in Lethal Weapon. This would be in step with all of the other meta references contained in the other two OE'S sequels.
