This is one of the paranormal things that happen. I don't think the Sheriff was actually calling him and what they were watching on the news wasn't real. Just like nobody was outside the building.

He was warning him not to leave town because he was a suspect. It was clear the Sheriff was out to get him if you listen to the dialogue about how much trouble he'd caused him from the time he was a kid.
