Why would the Sheriff call the main suspect to warn him?

This is one of the paranormal things that happen. I don't think the Sheriff was actually calling him and what they were watching on the news wasn't real. Just like nobody was outside the building.

He was warning him not to leave town because he was a suspect. It was clear the Sheriff was out to get him if you listen to the dialogue about how much trouble he'd caused him from the time he was a kid.

Because he can still legally leave town. And if he can't leave town, then the Sheriff should bring him in for questioning. Or arrest him.

He wasn't actually a suspect. The Sheriff simply had it out for him, and was exploiting the murders in order to taunt him.

^^This. You kinda get the feeling that the Sheriff blamed every thing that occurred on Jeff, he was looking for a reason to go after Jeff & arrest him.
