Is this the movie where Edward Norton plays a disinterested, disabled vagrant on the sidewalk while DeNiro cases the building?

Close, Ed was the inside guy at the Customs House in Montreal. His real name was Jack Teller. His fake name was Brian, and he was I guess you could say
mentally hanpicapped.

I guess I could say "mentally hanpicapped", but it doesn't really glide off the tongue.

He pretended to have some sort of cerebral palsy and mental retardation, quite well, I might add.
