Well, here's the thing. Hartnett moved on to do things like Pearl Harbor and his stock skyrocketed, if only briefly. So he was now "too good" to come back or they couldn't afford him. Either way, they'd have to recast the role and considering the backlash over 6's recasting of Danielle Harris' Jamie by JC Brandy, they weren't about to incur the wrath of fans again.
Supposedly an unseen line of dialogue from Laurie "You'll never find him (John)" was cut, but I've never seen it on multiple versions of this film. So storywise, how would Michael find John? No file, Laurie didn't say. Much like 6's Tommy, Kara, Danny and Stephen, John and even Molly were needles in a really large haystack. Took 20 years and Loomis' death for Michael to get his hands on the file to find Laurie in H20.
So what was he supposed to do? Wander the world aimlessly hoping to find him? Waste of time and effort, especially since he only kills one day a year. If I was John, I'd fly to some remote island on Oct. 30th and come home Nov. 1st.
So from a real life standpoint and a movie standpoint John was nowhere to be found. Had Resurrection been a bigger hit, maybe Hartnett's shine would've worn off to the point he'd come back for Halloween 9. We'll never know. He's semi-retired as it is.
So that's why John wasn't in Resurrection.
