The begining of Part 2 is Tracy Carla or something like that but he realized it was Janey cause of her tatoo. Debbie killed her cause they looked alike basically. It doesn't go into any detail so you can only truely guess at the answer.

Debbie killed Janie because she needed someone to take her place, and as Janie would be easily lured to her house as they were friends, and Janie also had the same outfit as Debbie, it was easy for her to make it look like herself. She wouldn't have cared that they were best friends, she was nuts.
