I can't answer the name part, but I believe it is meant to be the same girl. She was in a mental hospital for the Criminally Insane, where the doctors made some reference to her past abuses by mother, grandmother and everyone else in her life.
Also, Alex McArthur (the teacher in the first movie) makes a cameo in this one, playing one of the above doctors.
