Two questions, one about Frankie and one about Sol and Vinny

1. Why does Frankie hand over his gun to Boris's cousin in the beginning?

It seems really stupid since he's holding the diamond but (presumably) is no longer armed.

2. How did Sol and Vinny come to be pulled over by the police at the end?

I assume they were heading to the gypsy campsite to find the dog, but as Turkish and Tommy drive by after leaving the campsite, the cops are searching Sol and Vinny's car and find Frankie in the trunk ("Is that a tea cozy on his head?"). How'd they get pulled over in the first place?

1. Frankie was travelling to london so he would not want to bring a weapon with him.
2. I assume the police were pulling over and questioning any one going towards the former gypsy camp, now a graveyard.
