Why does he get top billing when he is barely in the movie? I always seem to catch this movie 1/4 into it, and I have yet to see a single scene with him in it.

Miss the start and you won't fully appreciate the end. It is a wonderful ensemble cast and I don't think Benicio would have really cared where in the cast list he bobbed up. His character features most in the front half of the film.🐭
