Doug the head because Frankie 4 Fingers is missing? It's not Doug's job to babysit Frankie so what right does Avi have to swear at Doug?

Yeah that struck me too. He was probably just angry and was taking it out on Doug rather than actually blaming him.

Because he's an emotional Jew. He kvetches and gets upset and yells at anybody not getting things done. He wants the stone and thats that. He even gets mouthy with Tony when he wants him to "look in the dog".
Its just who he is. Avi is one of those "if you want it done right do it yourself" types which is why he comes all the way across the pond. He's overbearing and a putz but he almost gets it done better than just about everyone else.
Also him giving Doug the Head a hard time is funny and makes for great dialogue.

He wants the stone and thats that.Yes, and he'll harass anyone who he feels is in his way from getting his hands on the stone, including his cousin, Doug the Head and the dog. Telling though that right at the end of the film Doug contacts his cousin once more about the recovered diamond. They're keeping it in the family ... arguments and all.🐭 share
He's angry that Frankie is missing. He fears all that $ from the diamond being gambled away at the casino. Avi is a crude, greedy crook and Doug is his only connection in London...yes, London. You know: fish, chips, cup 'o tea, bad food, worse weather, Mary *beep* Poppins... LONDON!
