Why, after the pikey had already gone against his orders to go down in the 4th in the first fight, would Brick Top trust that he'd definitely go down in the second?

That's not what a plot hole is but to answer your question Brick Top was arrogant! He felt he had all the power and killing Micky's mum would whip him into shape. Even Turkish says 'it did occur to me that the the gypsy had taken his mum's demise rather lightly'.
