He's not underrated. You should define underrated.
I would say that Keanu is underrated because he is constantly held up as some epitome of bad acting. It started with a small bunch of critics in the early 1990s because of Dracula, which is more or less agreed to have been Keanu's worst performance ever; due to the nature of said film, this led to critics making comparisons between Keanu and the wooden stakes used to kill the vampires. And a bandwagon was born.
Meanwhile there are some of us who have witnessed decent to great performances from Keanu and honestly cannot see why so many people persist in declaring him the worst actor in Hollywood. I was puzzled about this even
before I was a Keanu fan, because I had seen (and loved) both The Matrix and the Bill & Ted films and was frankly impressed by how Keanu had managed to pull off two such different characters, even to the degree of making them cinematic icons.
Eventually I became a fan, saw more of his films; some were bad, no doubt, but others were good enough for me to rank him up there with at least the average actor in the industry, if not better. He does at least have one of the greatest varieties in terms of roles and film genres that I've ever seen in an A list actor.
And yet the general public doesn't seem able to see that - what's worse, most of them watch precious few of his films before making their judgement on his acting - which is why I would call Keanu underrated.
