Why was Chief Sunday chained up and cut up everywhere in the few scenes it showed him watching TV?

Why was Chief Sunday chained up and cut up everywhere in the few scenes it showed him watching TV?

The Shore Patrol were escorting him to the brig for being drunk and disorderly. IIRC one of the deleted scenes on the DVD shows the prelude to this. The morning after, Sunday is passed out on the beach, somewhat the worse for wear, having apparently been out 'steaming' the night before, fighting jarheads etc. The Shore Patrol arrive in a jeep to pick him up.

I just got done watching it on Fox too. I was also wondering about those scenes. Did you like it?

I think someone says he picked a fight with a couple of marines.
