1. When did Wesker say that's he's not used to escorting men?

2. I know it's old news being nearly ten years old but why was the title changed for the USA/PAL releases. I've read it somwhere but i cant remember.

As for Question 1, I have no idea what you are talking about. But perhapse I can help on Question 2: I ran across a used Sega Genesis video game called Bio-Hazard Battle for Sega Genesis. It's by SEGA, has nothing to do with zombies or Raccoon City, and may be the reason for the name change.

Did the band say anything about this beforehand or did the people at CAPCOM just jump to conclusions like they usually do?

Wesker says that line right before taking Chris in to see the Tyrant.

You only get this line if Rebecca is dead before then (so it's only Chris and Wesker)
