Is sheriff the satan as tommy described?

He said satan is white, with hollow eyes, travelling with a mean dog. It matches the description of the sheriff. Was that intentional?

Yes, I think it is fairly obvious that it's him.

Definitely intentional. Notice also the fire we constantly always see reflected in his dark glasses. Notice his response when they say they've been pardoned by the governor: "Those are HUMAN laws".
