Most of the better car chases in film are from the 1960's and 70's - all the stunts are 'real' - pre CGI
Mad Max (one long series of car and bike stunts) Vanishing Point Smokey And The Bandit Stone (1973 Australian film - bike race on public roads) The Italian Job Bullitt The French Connection
Some newer films with good car chases and stunts are:
Ronin Beverly Hills Cop (truck chase in the opening sequence) The Blues Brothers (pretty much every scene involving the Bluesmobile)
Also check out any James Bond or Bourne film.
If you don't mind excessive CGI work, there's always the 'The Fast and the Furious' films, and Torque (basically 'Fast and Furious' with bikes)
Actually, in "Tokyo Drift", the CGI was mostly for the backgrounds; the cars are actually almost all real (including the famous scene where the car drifts up the spiral ramp - the stunt guy actually did that, and several times for different takes).

"Dukes of Hazzard" - the latest one with Johnny Knoxville. Cheesy movie but all of the car scenes were done with real cars, no CGI. Rent the DVD and watch the behind the scenes on the vehicle stunts. All the other greats have already been mentioned.

- Bullitt - Ronin (both major chases are great and I rather liked the film as well) - Mad Max - Mad Max 2 - The Italian Job (original) - Gone in 60 Seconds (original) - Vanishing Point (original) - Two Lane Blacktop - The Driver - Death Race (2008) (B movie plot, but refreshing to see car chases with minimal CGI again) - Terminator II (the lorry chase!)
I personally don't rate the chase in Bad Boys II as its more green screen than actual chase - can't deny that it looks very spectacular though!
If you're still looking, I'm surprised no one has mentioned these 2; Speed Zone (where else do you see a Countach stone skip across a river) and The Chase (with Charlie Sheen). The whole movie is a car chase.
