Bad guy with a long pointy nose?

I'm not sure if I remember properly (this show was on when I was four and I haven't seen it since) but did My Little Pony have a villain who had a long pointy nose, blue skin, white hair, lived on a cloud, and could control the weather? (Or any combination of those). Or if you know what show it's from that would be good too.

I think you're thinking of the Care Bear's first season villain, Professor Coldheart.

They don't put people like us in hell, we'd only end up running the place.

My Little Pony was my first choice but I had considered Care Bears. So thank you so much, that was who I was thinking of.
