It's Bumble from the 'End of Flutter Valley' episodes!
I swear I hear the same exact voice in "My Life as a Teenage Robot". I'd be really surprised if it wasn't her. She voices the lady with the white hair on this show. I don't know her name, the tv was just still on that channel from watching Rugrats...lol.
