And if everyone knew he was doing this, as Lisa said, why did they allow her to go home with him? She obviously did not confess this to the doctors or anyone.

Probably just guessing - Daisy seemed to idolize him, and seemed fragile at the same time. I don't think anyone knew he was raping Daisy besides Lisa and Daisy.
shareI think they knew because they used to sneak to read the charts. The scene with Sussanah's first chart breakin suggests it wasn't their first time doing so. It's logical Lisa would read other peoples' charts to know what their "buttons" were. Thus her knowing what Daisy discussed with her Dr.s It would also give her insight on what meds Daisy was being doled thus her knowing Daisy had to poop.

There is a scene, very brief but very powerful, in which Daisy is saying good-bye to her father at the door of her room in the hospital. Catch that scene and you will notice Daisy's very obviously seductive behavior toward her father. Lisa was sharp - she noticed the details and put 2 & 2 together.
