I don't know if they mention in the flashback how years have past, I don't recall. Is he like 30 ?

Yeah, but in this version he may not be that old. He says instead, "For year after year I've put up with it now."

The mayor, was a classmate of the Grinch, and he looks like 50 to me.

I know that in the cartoon version that the Grinch says to Max "for 53 years I have put up this this", so assuming he has to be at least 53 or 54. But here I don't know exactly how old he is supposed to be here, because he says "why for year and year I have put up for this now".

From what I remember, he was 8 when he went berserk at school, decided he hated Christmas forever, and left to live on the mountain. Judging by the ages of his classmates at the time of the story, I think he was in his mid-30s, possibly early 40s, but there's no way to know how Who's (or mutant ones) age.
