Are they like half human and half dog? Or what's the species ?

They're a made up character by Dr. Seuss. They aren't part anything. They're just Whos.

Well there isn't an answer. They aren't any certain species or anything. They are just fictitious people that live on a snowflake. No one know their origins.

There's whoville and those weird looking ratnosed people who come from the sky. I guess Who's are a different kind of race
and aren't related to any known fictional realms.

I don't know, but they hinted heavily in the film that the Grinch was a mutant Who.
