The NSA is the signals intelligence branch of the federal government. Project Backstep doesn't seem like it fall exactly into that category. It seems more like something that the CIA would handle, because much of what Parker deals with is antiterrorism.

The NSA is a super secret government agency. It is much more covert, and subject to little oversight by the House or the Senate, than the CIA. Most of it's activities and budget are classified, unlike the CIA which operates under oversight from the Senate Select Committee on Intelligence (SSCI) and the House Permanent Select Committee on Intelligence (HPSCI). The NSA's mission is to protect U.S. national security systems and to produce foreign signals intelligence information. The NSA motto is "Defending our Nation. Securing the Future". What better a place to hide a super-secret program, which utilizes DoD personnel, than an agency that operates "in the black" (covert Black Ops), without much oversight from Congress, or the Executive Branch. Hmmm...
