I'm surprised Oz was a virgin

Speaking as a straight guy, I would have thought that girls would find Oz to be handsome, masculine, tall, athletic, and an overall nice guy. Although Oz was more focused on love and romance later in the film, he was initially just as much into losing his virginity as the others. So why didn't he get sex earlier in high school? I'm sure his macho lacrosse buddies would have been able to help out (of course, it was revealed in "American Reunion" that half the lacrosse team was gay...).

Despite the qualities you mentioned, Oz was still a little shy around girls and had trouble talking to them and expressing his feelings. Even though he wanted to lose his virginity by prom night, deep down he wasn't the type who was just going to use a girl for sex as we later found out. Heather was probably the first girl that Oz felt comfortable enough with to take the relationship to that level

He has gotten to third base. He was the one who told Jim what third base felt like.

I think the 'suck me beautiful' scene was supposed to make the audience realise that even though he had that 'jock' look, he wasn't good with women at all. He took it for granted that his looks would get him laid, but it was only after he actually became interested in a girl and got to know her without being a douche bag that he began to understand women.

Yeah I think he blew it with most of the girls that he got close with. That line was pretty horrible. If that line was standard material for him, he was definitely scaring off a lot of girls.

Curiously, I knew a guy much like Oz who I met in ninth grade and still am friends with. He even looked a lot like Chris Klein back then. Girls would definitely talk about him like crazy, and he did date, but like Oz, he was actually shy. That's definitely the factor... shyness.

What's also interesting is that Oz was best buddies with the geeks Jim, Kevin and Finch, and didn't seem to spend too much time with his Lacrosse friends. Perhaps his 'different' social circle, compared to Stifler, ties in with his unusual shyness around girls.
