No, Steven wasn't a virgin. He'd been picking up men at the toilet in the park for some time, e. g. Glen (I think that's the name; the blonde guy who later comes to Steven's father's shop with his wife and kid) at the beginning of the movie.
There's also a scene where Linda tells Steven he should be more careful and stop picking up strangers, or something to that effect.

As for John, he'd had a homosexual encounter some time before the movie sets in, but I'm not quite sure how far they went; I don't think they actually had sex, though.

i don't think we can assume that steven had intercourse just from cruising a park so i guess it depends on your definition of "virgin".

^^ I agree with this, simply because he would know not to go into dangerous territory in some park with strangers, I think he was just doing little things for his fun if you know what I mean. If he did, then he is pretty dumb slut because the time period was recent and already aware about the consequences of such actions. I think Steven and his Johnny were the real deal though.
