I don't get that part with the note passing?

It's called a random hook up yo. Some, repeat, Some gay guys meet other guys in public toliets and have sex so they were just checking each other out and then decided to meet.

the "cruising" (nonchalantly meeting random hookups) aspect is, to my memory, more pronounced and important in the play the film is based on ("What's Wrong with Angry" by Patrick Wilde).

I always thought that's something middle aged or old guys did. I never thought young good looking guys did that.

They were good looking no doubt, but closeted and didn't have an outlet. It doesn't seem like Steven really wanted to do it all that much, but as he told his friend "Where am I supposed to meet other blokes like me?"
