Raccoon City

I've been thinking about Raccoon City lately.

I know it's supposed to be a Midwestern city but the way it looks in the FMV sequences in this game makes me think otherwise. The highways leading to the city look like they are in a desert and we all know on one side of the city is the massive arklay mountains.

The city seems more like it would be in Northern California or possibly Utah or Colorado.

The game animators use real life photos and videos when they make a videogame so it has to be based on a city that actually exists somewhere.

Anyone have any guesses on where and what city Raccoon City could be based upon?

I looked at early interviews suggesting that it was in fact supposed to be based in the American Southwest; look on the Bioflames site, I read it somewhere there.

Raccoon City was based on Pineville.

(Pineville KY, by the way - Google image it and you can see the inspiration from its highway into town and the "Arklay" Mountains which overshadow it)
