Well the real-life actor who played Will is actually straight. So in that sense, yes.

I don't know about the US, but in the UK Jack would be referred to as being 'Camp'. Does that word exist in the US?
It's just a word to refer to a gay male, who acts in the way Jack does. Flamboyant, and unabashed about his sexuality.
Will doesn't act that way, because it's not his personality type. But that doesn't mean he's less gay. Just less outrageous with it.
Campy is a term used to describe particular breeds of gay men like Jack. Another term, which can be both disparaging or endearing depending who it's being used by, is flamer. Which Jack would be and Will wouldnt.
shareWill is just as gay as Jack.
Jack is only more flamboyant. But that has to do with his personality.
