I have no idea who holds the rights but Funimation needs to give this a proper release, or maybe Criterion could do it although they never do anime. I don't care who really.

The UK blu-ray, though region locked, is english friendly.
If you have a blu-ray drive and some blank single layer BD-Rs, you can easily make a region free copy of it or just go out and buy a region free blu-ray player to view it.
While some moments are a little rough, the PQ on the UK blu-ray are definitely a big upgrade from the old letterbox DVD.
