Kat and Bianca's mom was 15 when they were born?

Pretty sure Walter mentions this when he is lecturing them on why they can never date as teenagers.

Later he says something like 'when you're 45' as if to say when you're my age... so if he is 45 when they are 18, that means he was 26 when they were born. So the "accident" of their birth happened when he was a 26 year-old man and the mom was only 15?

What the hell? The mother was not underage. Kat & Bianca are not twins, so only Kat is 18.

He didn't say their mom was 15.
He said he "delivered twins to a 15 year old girl today..."
He's a doctor.
The only thing they say about the mother is that she left.

He's a gynaecologist. He delivered a set of twins to a 15-year-old (at least that's what he's telling Bianca). In no way is there an indication that it was the mother - Bianca and Kat are also not twins, which is what I assume you're suggesting here. Kat is 17/18, and Bianca is like 16.
