If one believes that Marilyn did have affairs with Bobby and/or Jack, it was after her marriage to Miller ended in '61 or, at the very least, after Jack was elected in 1960. There is some speculation that she began seeing Jack in the early 50s but who the hell knows if that's true.
I think the scene was just thrown in to establish a Marilyn link.
