In Jack Frost, not only does the bully get his comeuppance, but later he reforms once he finds out that Charlie's dad has been dead for a year and came back as a snowman. That's quite rare. Back in those days they didn't give a shit about the bullies and you had to pray that they actually got their comeuppance and didn't get off, Scott free- which is one of the most retarded things you could do in a kids movie: make the bully/bullies Karma Houdinis.
