Very interesting theory, never made that connection until you pointed it out.
But I think they're too different to be the same guy.
Chavez was a career soldier already willing to step outside the lines, violate orders with a renegade CIA deputy director, for the good of his comrades. Not much left for him to become disillusioned about. Added to which, not much chance either Ryan or Clark would let Chavez slip through the cracks with skills and knowledge like his.
Sniper, to put it bluntly, just seems too dumb a character to have been Chavez.
It's weird that they'd name him "Sniper," though.
He appears to have that name in official scripts, although Ayer could've named the character after Cruz had been cast.
