Do you think Billy understood who Roman was? If some guy tried to convince me to kill my girlfriend's mom I would wonder who he was and what his motive was. But do you think Billy knew or cared or do you think he was just so consumed with his own anger over his father's affair that he didn't ask questions? It's creepy to think that throughout the first movie he always knew she had a crazy brother and she didn't.

He probably did casually mention that he was an abandoned child of Maureen's and wanted her dead as well. I'm more curious whether Billy ever wondered why Roman was trying to motivate him to do the murder instead of just carrying it out himself, but that's beside the point, I guess.
shareMy idea is he told Billy that he was Maureen's child and that he was abandoned. In revenge, he showed Billy the video footage of Maureen and Billy's father. This enraged Billy and made him want to kill Maureen because of his mother leaving him.
Roman encouraged Billy to get an accomplice to sell out in case something happened. This is where Stu comes in. Stu was Billy's best friend and would have done anything for Billy.

Roman wasn't there the night Maureen died. Billy, and Stu killed her. "No, you saw SOMEONE wear his coat. The same someone who planted it in Cotton's car framing him"
They made it obvious that Billy and Cotton had the same type of hair style from the back. Sidney mistook someone leaving that house as Cotton, but it was really her boyfriend.
Billy been planning to kill Maureen on his own I believe. Even if Roman had not approached him he still would have done the crime. Stu just did everything what Billy told him to do. When Casey was murdered I always thought there were more behind her death. She probably saw Stu and Billy together talking or overheard them talking about something. I don't believe he just murdered her because she dumped him for Steve. Casey must have said something to Stu about Billy. I mean Billy already seemed crazy. I'm surprised Sidney did not realize that was her boyfriend. You should know your boyfriend/girlfriend from behind.
